1732. What has been said will receive greater light from consideration of the various possible origins of civil governments. Later we shall examine these origins at greater length. But first we need to clarify any mental confusion about the science of Right in civil society and the science of Politics. These two branches of knowledge have been confused and muddled by sensist philosophers and utilitarians. We begin, therefore, by carefully tracing the distinction between these two disciplines, both of which are needed for the art of government.
