The ministers of God's dominion over human beings
608. God exercised his dominion over human beings both immediately, and by means of the services of ministers from amongst his intelligent creatures.
609. Scripture tells us that he sometimes used angels, and sometimes holy people, to represent him for this purpose.
610. Through his ministers he communicated his positive law to human beings, and worked many wonders to arouse the servitude owed by humans and ardently desired by him.
